This book constitutes the absolute theoretical and methodological foundation upon which the modern educational system of Scouting is based. The book is not a rigid collection of rules nor a technical manual. The Chief Scout himself noted in the preface that providing very detailed guidelines is impossible, because what works in one troop may not work in another.
