Drawing depicts U.S. President Hoover shaking up the Treaty of Versailles at the statue of President Wilson holding plaques with the 14 points of his 1918 peace program. This program was the sub-satire for the Treaty of Versailles establishing the post-World War I order. Hoover in 1931 declared a moratorium, which was a dismantling of the Treaty of Versailles.
