After the First Partition, Gdańsk remained within the borders of the Polish-Lithuanian Commonwealth but functioned as an exclave, cut off from the rest of the country by territories incorporated into Prussia. After concluding a customs agreement with the Kingdom of Prussia, the Gdańsk authorities issued a corresponding decree setting the customs duty at 8% of the value of goods transported by barge.
